Roulette is a vigilante known to operate in and around London. Her targets are usually found dumped at the local police station (Scotland Yard refuses to comment but they're probably a little sick of trussed up criminals on their doorstep by now). When questioned none of them seem to be able to give a description of Roulette or explain how they were caught in a way that matches any other account given by anybody else.
