The Elementals, Tellus and Venti, (partners of the late Vulcan and Volturnus) were killed during a battle with members of our organisation in Capital City. They caused large amounts of structural damage with their respective earth and wind powers, but they were brought down by the combined team of Hou Yi, Lei Gong, Samuel Marvin, and Aztec. These four should be commended for their services.

With the immediate threat to Garuda neutralised, the standing orders to all agents in the area is to continue with peacekeeping efforts in Capital City, as well as finding a way to deal with the issue of the supers calling themselves Mercy and Punishment.

With the current state of emergency, the leaders of SPEAR and Garuda have decided to cooperate for the time being. Our organisations are currently sharing any non-sensitive information and plans relating to the current Crisis in order to prevent us from getting in each other's way, as well as working together where necessary.

SPEAR has appointed Orion to the role of liaison to Garuda. He should ideally be our first point of contact when communicating with SPEAR. Sparrow is carrying out a similar role on our side of things.

What this means for the long term relationship between our organisations is, as of yet, unknown. There is potential for continued cooperation, but we can't be sure how long SPEAR will continue to turn a blind eye to our less legal activities once things are back to normal.

Blitz, current joint head of the Phoenix Division, along with Esper, has expressed a desire to step down, citing her recent performance and judgment in the field as evidence that there would be others within the organisation better for the task, especially with the current crisis. Others have speculated that this coming after the recent death of her father may not be a coincidence.

Although stepping down as division head, Blitz has expressed a desire to continue serving in whatever capacity is required of her.

Candidates looking to fill Blitz's role should speak to either Esper or Sparrow.

The Seventh Chancellor, Mrs Voirrey lusk, is a retired vigilante turned politician. Her time as the Twilight Vindicator ended with a brief stay in Tartarus, but she has since made a career out of convincing would-be vigilantes that the law offers a better way of resolving disputes.
