The Chancellors

The Chancellors

The Executive: Mr Murdoch Marshall

Murdoch came to power backing a series of radical promises. His promotion of the Metahuman Licensing Act gained him a great many supporters, including big names like Gamasot Laboratories and JeevesCorp.

The First Chancellor: Mr Ariel Vance

The previous Executive, Ariel is the most experienced Chancellor currently in power. His policies used to focus primarily on rooting out corruption and restoring the transparency of the Committee, but recently he has focussed more on eliminating poverty in the capital.

The Second Chancellor: Mr Peter O'Neil

Peter O'Neil used the support of the working classes and those disenfranchised with government to gain power. Billed as the only man who is really in touch with the people, Mr O'Neil is viewed as being the voice of the masses.

The Third Chancellor: Mr David Blake

Deceased.

The Fourth Chancellor: Miss Eloise Dubois

Eloise is a fervent proponent of the One World school of thought, and believes that all nations should be subsumed into the World Government. She is the only Chancellor who is vocally pro-SPEAR. Eloise was the eighth Chancellor in the previous elections, and lent her support to many of Ariel Vance's most well-known policies.

The Fifth Chancellor: Ms Felicie Chaput

The CEO of AMS Technologies, Felicie Chaput is openly supportive of the Separatists, and is willing to put her weight behind any bill which distances the Committee from the control of the World Government. Her calls for a Committee controlled army have so far fallen on deaf ears, but she is determined to see a capital capable of fending for itself without relying on external aid.

The Sixth Chancellor: Miss Mai Ngo

Mai is a staunch defender of the little people, and espouses the view that everyone has the right to live their lives without interference from those who are more powerful than themselves. Mai's campaign faltered in the final weeks before the elections, and there were rumours that she intended to pull out of the race.

The Seventh Chancellor: Mrs Voirrey Lusk

Voirrey Lusk is a retired vigilante turned politician. Her time as the Twilight Vindicator ended with a brief stay in Tartarus, but she has since made a career out of convincing would-be vigilantes that the law offers a better way of resolving disputes.

The Eighth Chancellor: Dr Quirijn Vandroogenbroeck

The latest prodigy from the ultra-rich Vandroogenbroeck family, Quirijn believes that hard work should be rewarded, and that those who do not work hard do not deserve to have comfortable lives financed by others.

The Ninth Chancellor: Mr Wandalin Frost

Wandalin is a proud supporter of the World Freedom Alliance, and has launched numerous campaigns against the encroachment of supers into everyday life.

The Tenth Chancellor: Dr Odhiambo Jenkins

The front man of the Utopian Drive, Odhiambo has a formidable record from his time as the Economics Commissioner. Known for his people-first policies, Odhiambo is unafraid of disagreements with big business and those seeking to get rich.

The System

The Chancellors have authority over all decisions made in Capital City, and have the power to veto or force through any legislation they choose. They are beholden to the World government, but the link is a loose one: the Government very rarely overrules decisions made by the Committee.

Bills that pass before the Chancellors come from two sources: the Commissioners of the committees may send decisions upwards if they do not feel their committee has the authority to proceed, and the Chancellors themselves may propose them. Decisions are taken on a simple majority, and the vote of the highest-ranking Chancellor carries the vote in the event of a tie.

More senior Chancellors may propose more motions in any given time period, may call emergency meetings more regularly, and more time will be allotted to discussing those motions. The Executive in particular has heightened powers, with a full third of the Chancellors' time being allotted to their motions.
